Overview

Garrett is an environmental associate in the firm’s Washington, D.C., office. He provides solutions to clients facing complex regulatory, litigation, and enforcement challenges under the Clean Air Act, Clean Water Act, Administrative Procedure Act, and other similar statutes. Based on his experience in public service and private practice, Garrett is particularly well-versed in challenging agency actions that affect the oil, gas, and chemical industries.

Experience

  • Represents oil and gas companies in major rulemakings on the CAA at U.S. EPA.
  • Defends automobile manufacturers and agricultural technology companies in response to EPA and U.S. DOJ enforcement actions under the CAA, Resource Conservation and Recovery Act, and the Comprehensive Environmental Response, Compensation, and Liability Act.
  • Represents an agricultural technology company in data compensation arbitrations under the Federal Insecticide, Fungicide, and Rodenticide Act.
  • Drafts legislation for electric utilities and manufacturing companies on topics such as climate change, wildfires, and Carbon Capture, Utilization, and Storage. Builds and advances coalitions to advocate for clients before Congress and the White House.
  • E. Randolph Williams Pro Bono Award: Obtained a Congressional Gold Medal in 2024 for Vietnam War Veterans.
