McLEAN, VIRGINIA — December 20, 2013 — Hunton & Williams LLP advised NA Dulles Real Estate Investor LLC, owner of the Kincora project in Loudoun County, Virginia, on the closing of a $36 million Virginia Transportation Infrastructure Bank loan, which will fund the extension of Pacific Boulevard to Russell Branch Parkway, a critical regional transportation link in eastern Loudoun. The project will provide significant congestion relief to Route 7 and Route 28.

The Virginia Transportation Infrastructure Bank was created by an act of the Virginia General Assembly in 2011 to provide financial assistance to localities and private entities to encourage and support key transportation projects in the Commonwealth. The Kincora loan, which closed December 12, is the third of its kind in Virginia. The loan funds will be repaid by NA Dulles from proffered payments associated with the Kincora project, a 400-acre pedestrian-friendly commercial center which includes 3.6 million square feet of office space, 450,000 square feet of retail uses and restaurants, 1,400 apartments, two hotels, and more than 160 acres of preserved natural park land.

A ceremonial groundbreaking and signing was held December 19 at the newly opened Kincora Public Safety Center, at the current northern terminus of Pacific Boulevard.
